Description of the Work: The Behavioral Health Program Manager is a key leader within Rocky Mountain Equality, responsible for the administrative and clinical management of The Point, Pride in Recovery, and basic needs support programs. The Point offers immediate mental health support, navigation services, and referrals to LGBTQ+ adults who are uninsured, underinsured, or Medicaid/Medicare recipients. Acting as a critical community safety net, The Point helps clients bridge gaps in care as they await connection to long-term therapy. The Pride in Recovery program is a peer-led support initiative, increasing community access to resources for LGBTQ+ individuals throughout Colorado at any stage of their substance use recovery journey. Although not a replacement for formal substance use treatment, Pride in Recovery provides crucial supplemental resources, including pro-social activities and events, to promote belonging and inspire healing through a harm reduction lens.


The Behavioral Health Program Manager will manage Behavioral Health & Wellness staff & interns and oversee connecting clients with appropriate services, scheduling, and the delivery of comprehensive case management and wrap-around support. They are also responsible for identifying and recommending additional programs and initiatives to support the mental health and wellness needs of the LGBTQ+ community, primarily focusing on adult programs and providing additional youth services as needed. This position requires a proactive, strategic, and resourceful approach, as well as strong communication skills and the ability to manage confidential information with integrity.


Duties and Responsibilities:

  • Lead and manage the Behavioral Health and Wellness Program, including The Point, and Pride in Recovery, ensuring alignment with the overall mission and strategic priorities of Rocky Mountain Equality (RMEQ) and prioritizing accessibility for the entire LGBTQ+ Community. 

  • Provide and oversee comprehensive client services to ensure the delivery of high-quality, client-centered services, including intake, assessment, care coordination, and ongoing case management, in alignment with Colorado Department of Public Health and Environment (CDPHE) Standards of Care. Administer Screening, Brief Intervention, and Referral to Treatment (SBIRT) and make appropriate referrals to continued care and support, emphasizing harm reduction and best practices. Regularly assess client stability, progress, and self-sufficiency, adjusting plans and advocating for resources as needed.

  • Assist clients in navigating agency, community, and government services, including but not limited to: SSI/SSDI, Medicare, Medicaid (Health First Colorado), SNAP/EBT, medication assistance programs, transportation programs, financial assistance programs, and housing programs. Act as a strong advocate for clients to access and engage with these resources.

  • Maintain accurate, confidential, and timely documentation in client files and database systems. Actively prepare for and participate in client chart audits conducted by the CDPHE and other relevant agencies. Ensure compliance with all regulatory requirements, including billing and documentation standards.

  • Engage with a network of external partners and providers, including medical, mental health, and substance use treatment professionals, to ensure comprehensive support for clients. Serve as a liaison between clients and service providers, ensuring effective communication and follow-through on treatment plans.

  • Provide guidance, mentorship, and supervision to Behavioral Health & Wellness staff and interns, fostering an environment of collaboration, growth, and professional development.

  • Lead the identification and development of new programs or initiatives to address the evolving mental health and wellness needs of the LGBTQ+ community. Collaborate with leadership and other program areas to design and implement program improvements, ensuring services are inclusive, culturally competent, and accessible to diverse communities.

  • Collaborate closely with other program areas and staff within RMEQ to ensure the seamless delivery of services and the holistic support of clients. Engage in cross-functional teams to ensure integration and accessibility of services, promoting a coordinated approach to client care.

  • Program Budget & Reporting: Manage the program’s budget and billing processes, ensuring proper tracking and utilization of funds. Support the collection and synthesis of client and program data to generate accurate program reports and inform program improvement efforts. Identify and implement strategies to enhance program efficiency and impact.

  • Proactively identify grant opportunities to support program expansion, capacity building, and service delivery. Collaborate with the Director of Programs and Services, Chief Operating Officer and other staff to write and submit grant applications, ensuring alignment with program needs and organizational goals.

  • Track and report on program metrics and outcomes to fulfill grant reporting requirements. Ensure compliance with all grant conditions, providing detailed, accurate, and timely reports to funders. Partner with internal teams to ensure grant funds are utilized effectively and efficiently to meet program objectives.

  • Other duties as assigned.


Required Qualifications:

  • Master’s degree in social work (MSW, LSW, LCSW), counseling (LPCC, LPC), public health (MPH), or similar field required

  • Experience in healthcare, mental health, and/or social services fields strongly preferred

  • Acute awareness of history, social issues and current needs impacting LGBTQ+ community members, including BIPOC communities

  • Bilingual English/Spanish language skills preferred

  • Addiction Counseling credentials (CAS or LAC) preferred

  • Experience in program development preferred, with preference given to applicants with experience in case management, mental health, substance abuse, and/or homelessness services

  • Familiarity with and experience navigating public benefits programs (Medicaid, Medicare, SNAP/EBT, etc.)

  • Familiarity with Microsoft Office Suite (Excel, Word, and PowerPoint)

  • Experience utilizing and maintaining CRMs (Salesforce, SimplePractice, etc.) highly desired

  • Ability to work at computer for 2-3 hours at a time, manage interruptions
